It’s French for “trash bag”, and I know because of this video of a young lady walking the streets of Paris in a trash bag dress!
I’m guessing it’s some kind of bet she lost or similar forfeit, since she has friends following and is walking very quickly. All I know is, as a teenager I wished the sidewalks had been full of ladies in this fashion choice.
